Annex 4
To the Recommendation of the 17th CASPCPOV Session

Procedure of interaction between NMHSs, CASPCOM and oil and gas companies aimed at supporting young scientists involved in the hydrometeorology research of the Caspian Sea

  1. Throughout the period January 1 - March 31, 2013 the NMHS announces, organises and holds a contest for young scientists (aged no more than 35) for CASPCOM grant with the budget of $ 3,000 to support research in the field of the Caspian Sea hydrometeorology for a period not exceeding 6 months.
  2. The NMHS submits the grant application to CASPAS Coordinator before 10 April, 2013. The application is to contain the information about the applicant (name, surname, age, degree, speciality, affiliation, position and research theme), about the organization where the research is to be carried out and the research supervisor of the applicant. The application must be submitted with the applicant's CV and the overview of the organized research (topicality, subject of research, aim and objectives, originality, theoretical and practical value, expected outcomes) provided by the applicant.
  3. Before April 20, CASPAS Coordinator displays the received applications at CASPCOM website, prepares the application to oil and gas companies (the list of prospective sponsors is given in NHMS application), and forwards it to CASPCOM Chairman to be signed.
  4. Before April 30 CASPCOM Chairman forwards the signed grant application to the companies indicated in the NMHS application, which are informed that a grant-awarding company receives CASPCOM honorary diploma and is included in the list of CASPCOM partners at CASPCOM website.
  5. If the company agrees to award the grant, CASPCOM Chairman within 3 days informs about it CASPAS Coordinator and the NMHS which has submitted the application. The NMHS in its turn within 3 days informs the beneficiary and the organization where the research will be held and offers it to conclude a grant agreement with the grant-awarding company.
  6. The beneficiary submits a copy of the concluded grant agreement to CASPAS Coordinator within a 10-day period. Upon the completion of the grant agreement, the beneficiary submits the report on the research outcomes to CASPAS Coordinator in accordance with the requirements set in the agreement. CASPAS Coordinator then displays the report at CASPCOM website.
  7. Having received the copy of the grant agreement, CASPAS Coordinator within a 10-day period enters the grant-awarding company into the list of CASPCOM partners, makes CASPCOM honorary diploma and submits it to CASPCOM Chairman for signing. CASPCOM Chairman within a 10-day period forwards the signed Honorary Diploma to the NMHS having submitted the grant application, which then hands the Diploma to the grant-awarding company.
